Dear colleagues,


We want to draw your attention to a workshop that we are organizing for 
the  48th ECPR Joint Sessions of Workshopswhich will take place in 
Toulouse between 14 and 17 April 2020. The title of the panel is 
« Understanding the role of culture(s) in the transfer of citizen 
participation » (follow this link for the official webpage of the panel:

12 years after the publication of the book directed by Catherine Neveu, 
/Cultures et pratiques participatives/ (Cultures and Participative 
Practices), we want to resume this theme by organizing a workshop that 
focuses on the diffusion and/or transfer of participatory devices and 
their local reception.

This workshop invites papers exploring the role of culture as an 
important factor in understanding policy transfer and/or policy 
diffusion. The guiding questions are the following (see also the webpage

-Does the political and institutional culture of international 
organizations and cooperation agencies influence the production of 
participatory tools and to what extent? How are participatory devices 
designed and what is the "embedded culture" of these models?

-How do the views of policymakers, government, citizens shape the 
appropriation of participatory tools?

-To what extent are the tools and instruments (procedural manuals, 
graphs, maps) used to promote the diffusion of participation the 
material expression of a given culture?

-How do the political values promoted by international organizations and 
cooperation agencies for democratic participation and equality translate 
into participatory projects in both developed and developing countries? 
What does this entail in terms of the formulation of programs 
(homogenization of practices, etc.) and local practices (performing for 
the donor, etc.)?

The deadline for submitting papers is *November 5th*. Papers sent to us 
individually cannot be taken into account.
